The European Parliament has approved road transport pricing reform – The Parliament has finally approved an agreement with EU governments on updating the rules that define the tariffs that member states can impose on trucks and lorries, as well as buses, vans and passenger cars using Trans-European Transport Network (TEN-T) roads. The agreement will not force EU member states to apply these charges, but should they choose to do so, member states will have to follow EU rules. The aim of the new rules adopted on 27 February is to shift road charging from a time-based model to a system based on distance or actual kilometres, to better reflect the ‘polluter pays’ and ‘user pays’ principles. MEPs assured that Member States will phase out ‘vignettes’ (time-based road pricing) for heavy vehicles (trucks, lorries and buses) across the entire TEN-T core network within eight years of the new rules coming into force, and start applying tolls (distance-based charging). In any case, Member States will still be able to maintain vignettes for specific parts of this network if they can demonstrate that a new charging method would be disproportionate to the expected revenue.

ACEA: Passenger car registrations: -6.0% in January 2022 – On 17.02.2022 Acea published registration data showing that passenger car registrations in the EU continued to fall in January 2022 (-6.0%) to 682,596 units, marking a new low in EU passenger car sales for the first month of the year, partly due to the ongoing semiconductor shortage that continues to negatively affect car sales.

Mims: satisfaction for the support measures introduced in the decree extending deadlines – On 17.02.2022, Minister Giovannini expressed “satisfaction” for the approval in the Constitutional Affairs and Budget Committees of the Chamber of Deputies of amendments to the decree – law on legislative deadlines that “strengthen the support measures for various mobility sectors including ports, road transport, local public transport and maritime transport”. “The regulations introduced in the decree,” the minister explained, “go in the direction of supporting sectors that during the pandemic crisis have ensured their contribution to the continuation of services for the benefit of the community, despite the inevitable economic difficulties. I thank the Commissions for the sensitivity shown by approving these amendments’. For the port sector, the new rules provide for the establishment of a fund, fed by a share of the Port System Authorities’ own revenues (goods embarkation and disembarkation taxes), to incentivise the early retirement of workers, in consideration of the onerous activities they perform. Provision is also made for the extension until 30 June 2022 of support measures for port workers who, as a result of the Covid-19 emergency, have worked fewer days.
