Consultation on market access in inland waterway transport – The Commission has launched a consultation on the adequacy of market access in inland waterway transport and, in particular, on whether the legislation is fit for purpose and supports the proper and fair functioning of the internal market. The deadline for submitting contributions is 11.03.2022.

Consultation on the revision of the guidelines on state aid applicable to railway undertakings – The Commission has launched a consultation on the revision of the guidelines on state aid in the railway sector, which follows the results of the Commission’s adequacy review in 2019/2020, and aims to ensure appropriateness with the main regulatory and market developments in the railway sector, but also to enable it to take part in the green and digital transitions. The information gathered during the public consultation will help assess the different policy options for developing the new rules and achieving the ambitious goals of shifting European traffic towards more sustainable and less polluting transport solutions, while safeguarding a level playing field within the European Union. The deadline for submitting contributions is 16.03.2022.

Mims: Cipess allocates €6.3 billion of the Development and Cohesion Fund for investments on roads, railways and water infrastructure complementary and additional to the NRP – On 15.2. 2022, the Interministerial Committee for Economic Planning and Sustainable Development (CIPESS) authorised the advance payment of more than EUR 4.7 billion from the Development and Cohesion Fund (2021-2027 period) for infrastructure works that can be implemented immediately, in addition to EUR 1.6 billion for planned strategic interventions whose implementation will take place as soon as the technical and economic feasibility plan is available. The resources, 80% of which are allocated to southern Italy, finance interventions that are in continuity and consistency with the National Recovery and Resilience Plan (NRP) and the Complementary National Plan (NCP), for the financing of projects in the rail, road, and water sectors. The choice made by the Government is to strengthen the country’s infrastructure endowment, and especially that of southern Italy, over and above what has already been envisaged with the Pnrr and the Pnc, through the implementation of projects also selected on the basis of the Agenda 2030 sustainable development objectives and the European Green Deal, in line with those of the Pnrr and the Pnc.

IRU looks favourably on Commission’s efforts to clarify and enforce new posting rules – The IRU welcomes the European Commission’s letter to EU governments clarifying important aspects related to the application of the new EU Posting of Drivers Directive, in force as of 2 February 2022. As already highlighted by IRU, most EU Member States have not yet transposed the EU provisions into national law. This has important consequences, such as confusion over the level of remuneration operators will have to pay to drivers posted outside their home country. The letter reminds member states that, as of 2 February 2022, the EU portal for posting declarations ‘must be the only mandatory system that road transport operators may be required to use to send declarations when posting their drivers to other member states’. The letter warns member states that the Commission “stands ready, if necessary, to initiate infringement procedures for non-communication or non-compliance” with EU rules on the posting of drivers.
