Anti Covid-19 vaccines

Commission proposes extension to EU Covid digital certificate – On 3.02.2022, the Commission proposed to extend the EU Covid digital certificate by one year, until 30 June 2023. This proposal is linked both to the continuing pandemic emergency, which continues to be prevalent in Europe, and to the impossibility of determining, a priori, the impact of a possible increase in infections or the emergence of new variants. In addition to the extension, the Commission proposes further changes concerning: (i) the inclusion of high-quality laboratory antigenic tests among the types of tests for which a digital certificate can be issued; (ii) ensuring that vaccination certificates contain the total number of doses administered; and (iii) the possibility of issuing certificates in favour of persons who have participated in clinical trials for Covid-19 vaccines.

European Investment Bank (“EIB”)

EIB and Millennium bcp to support Portuguese companies to sustain recovery – On 2.02.2022, the EIB and Millennium bcp renewed their partnership by signing an agreement to support Portuguese SMEs, mid caps (up to three thousand employees) and large companies (over three thousand employees). The EIB will provide a guarantee, amounting to EUR 200m, to Millennium bcp to enable it to grant loans of up to EUR 840m, in order to mitigate or offset the economic consequences of covid-19. The agreement is supported by the European Guarantee Fund as part of the package of EU measures implemented in response to the economic impact caused by Covid-19.

EIB Board approves new financing in private sector and economic resilience against COVID – On 2.02.2022, the EIB’s Board of Directors, in addition to approving plans to strengthen the Group’s environmental and social policy, approved new financing amounting to EUR 3.2bn for 16 projects supporting climate action.

EU JOB: France’s request for support for Airbus workers made redundant due to Covid-19 pandemic approved – On 1.02.2022, the Committee on Budgets approved France’s request for support to the European Globalisation Adjustment Fund (“EGF”), in favour of the redundant Airbus workers, as it considered that travel restrictions (due to the containment of Covid) have led to a general collapse of commercial aviation. The total estimated cost of the support measures is €4.4 million, of which 85% will be covered by the EGF (€3.7 million) and Airbus will provide the remaining amount (€0.7 million).
